Appointive Agencies with vacancies are listed within the City Council Formal Session Agendas until appointments are made. City Council policy requires that council members discuss appointments and make nominations during Closed Session before appointing the nominee at the next Formal Session. During the period between nomination and appointment, council members review Talent Bank applications and requirements for filling the vacant seat.
Application: This is the general application for most Appointive Agencies; applicants can apply to a maximum of five agencies listed on the application.
The Flood Prevention Bond Referendum Oversight Board is a seven-member board made up of residents responsible for providing the City Council with regular briefings every two months addressing the more than 40 projects included in Phase 1 of the Flood Protection Program and progress reports on work to eliminate the backlog in the maintenance of the City's legacy ditches, canals and ponds.

The purpose of the Independent Citizen Review Board is to ensure that reports and conclusions of the Police Department’s Internal Affairs Office investigations involving abuse of authority or other serious misconduct are complete, accurate and factually supported.

The Student Talent Bank is for high school students who attend either a private or public high school in the city. Appointive Agencies requiring student members include:
